[Board] FOSS4G 2012 Board Liason

For any outsider the situation is now becoming Kafka-esk:
The OSGEO board is basically pulling their (OSGEO's) hands off the
FOSS4G2012 in Beijing, but on the website of the conference there's all
these names listed as 'the conference committee", "the program committee",
bio's and al...
Weird.
