[Board] MoU draft with Politecnico di Milano

The MoU looks ok at first sight to me. But I would have few questions.
If I see right in the wiki, there are already OSGeo-University MoUs
signed http://wiki.osgeo.org/wiki/MoU
Since situation has developed during the time, I would be asking,
whether the MoUs with local institutions (e.g. universities) should not
be signed with local chapters, and global OSGeo should "take care" of
global institutions (OGC, ICA, ...)
