[Board] MoU draft with Politecnico di Milano

Jackym,

My opinion is that it is appropriate for these to be signed with OSGeo
"global" but I also think it is worthwhile to seek feedback from local
chapter representatives to establish that the institution and folks
involved are likely to be appropriate partners.  In light of Maria's
involvement I'm already pretty satisfied about this, but would you be
willing to take this up with the GFOSS.it folks to see if they have any
questions or concerns?
