[Board] Process for requests for keynote speaker requests

Following on from the last request to Arnulf (as OSGeo president) to 
speak at a conference, I suggest that we put a light process in place 
for requesting international keynote speakers.
It should go something like:

We suggest that events:
* Have a look at the OSGeo-Advocate list, and see if there are suitable 
speakers within the region, or who are already coming to the event.
* If you specifically wish to request a speaker from the OSGeo board, then:
** Please confirm that you are in a position to cover expenses as per: 
http://wiki.osgeo.org/wiki/OSGeo_Advocate#Expenses
** Then we will forward the request to board members. Available board 
members will respond, noting if they are in a position to waive some or 
all associated costs.
** Event can then select their preferred presenter.
