[Board] QGIS Hackfest funding

I like the idea of putting out a press release, but I've commented out
the call for others parties to request sponsorship from the board.
Before putting out such a comment, I believe that OSGeo needs to agree
on our priorities for funding based upon our current revenue, and then
publish guidelines on what does and does not qualify for funding requests.
I suspect that our priority is to provide financial guarantees to FOSS4G
related conferences, which requires we have a kitty available to back
these conferences. At the moment, my assessment is that only have kitty
enough to guarantee FOSS4G-Nottingham and FOSS4G-NA, at the exclusion of
others.
