[Board] OSGeo stall at FOSS4G

I really think that just putting this requirement in the cookbook is
pushing this down the road. Local Organizing Committees have enough on
their plates with these events. I really think that the expectation of the
LOCs for these events is that the LOC will provide space and support -- the
same as for any other sponsors. If running an OSGeo booth is left to any
LOC it is not going to be nearly the quality as everyone involved is going
to be torn in many other directions with other responsibilities. I think
that it is good to expect that an LOC provides a good choice space for
OSGeo, but the rest of the OSGeo community really needs to step up if these
booths are going to be worthwhile at all.
