[Board] OSGeo stall at FOSS4G

Hi David,

I thoroughly agree, to be honest! My feeling about the cookbook is that
it's an area of the conference organisation process that's a little too
vague- and it would be useful to clarify the responsibilities at an early
stage so that everyone know's what's required, from whom, and when.
