Vincent,
thanks for this (not on behalf of the board, just me). I think it is
very useful to have this announcement early on so that others who are
interested can attach to the the seedling conference team (therefore
also copying the Local Chapters Mailing list). And also excellent to
have Gérald on board because he will be an excellent liaison to OSGeo.

I suggest to add the event to the OSGeo calendar once you have the dates
fixed and confirmed. If you cannot do this yourself let me know, I am
happy to help.

Wrt to using the brand FOSS4G-FR, I think it is perfectly appropriate
for the type of event you are planning to hold.
