[Board] Sprint surplus over at CUGOS...

We, the board, should provide mpg a definitive answer to his question as
to who he should write a check to.
Daniel, I suspect that that board will defer to your recommendation below.
Could you please write down your thoughts as a concise proposal, such
that the rest of the board can vote on it.
