[Board] geotools to change contribution agreement

GeoTools PMC has passed the following change request: http://docs.codehaus.org/display/GEOTOOLS/Replace+Contribution+Agreement 

The proposal provides two contribution license agreements (individual and corporate) for assigning content to the OSGeo foundation. These agreements are directly constructed from current Apache contribution agreements (specifically to avoid endless discussion, and make it easier for potential contributors to comfortably sign).

There is nothing GeoTools specific in these two agreements, allowing the board to issue these two documents for wider use by any OSGeo project.

I would like to ask the board to consider these two agreements in their next meeting and either:
a) issue the two documents (say at osgeo.org/licenses
b) or acknowledge the actions of the GeoTools PMC (and the project can host the agreements)

Sorry to pester on this one, this is one of those rare actions where GeoTools acting as a subcommittee would like to kick something up to the board.

The Open Source Geospatial Foundation projects are all freely available and useable under an OSI-certified open source license.

Contributor License

Each OSGeo project has its own procedure for accepting contribution of documentation, ideas and code. 

The following contribution licenses are available to projects seeking to assign copyright directly to the Open Source Geospatial Foundation:
Individual Contribution License Agreement
Corporate Contribution License Agreement
