[Board] Fwd: FOSS4G 2014 RFP Vote

I'm in favour of Daniel voting. The association Daniel has mentioned is 
relatively weak, and based upon my knowledge of Daniel's prior dealings 
with OSGeo, I trust Daniel would provide an impartial vote.

While I also have a high regard for Mark Lucas' opinions, his position 
on the DC LOC should preclude him from voting.

Re getting charter members or LOCs to vote. I agree with Arnulf. It is 
practically difficult to organise. It will also suck up lots of 
volunteer time. And the board has been voted in to make these types of 
decisions on behalf of OSGeo, lets do it.
