[Board] Cover letter from OSGeo Board re GeoServices REST API text

You didn't include me but I did vote +1, just reiterating that.

Small grammatical suggestion ... I think that "The OSGeo Board is ..." is
better than "The OSGeo Board are ...". But not a huge deal either way :).
