[Board] Upcoming Open Letter to the OGC

Carl,
As per schedule below, the Open Letter from the OSGeo community is now
draft complete.
The OGC is welcome to review and provide feedback.
My preference would be by email for a small tweak or two, or by copying
into MS word or Open Office, and providing suggestions using "track
changes".
