[Board] Sprint surplus over at CUGOS...

My short answer:

It is simpler to send the money directly to Stephan at this point. He is 
setting up an open budget/reporting spreadsheet for the event which will 
include reporting for this amount (as was done for most previous 
editions). I say we can decide on how to deal with the 2014 surplus 
after the sprint (go through OSGeo, or directly to Philly team).

My long answer;

Contrary to what is suggested by a few people in this thread, I don't 
think that everything with an OSGeo label needs to go through OSGeo's 
bank account, as long as it is done in an open way (open budget and 
reporting) and there is no indication of fraud for instance. However, if 
OSGeo can help manage the finances (or carrying the surplus from year to 
year) of an activity without too much overhead then I'm all for it.

For instance, the QGIS, GRASS and Bolsena sprints all have their own 
ways to manage money and all we ask for them is to have open books if 
they want OSGeo to provide funding. Same for local FOSS4G/OSGeo events 
in several regions of the world. In the case of the C Tribe sprint, it 
is not even asking for money from OSGeo, it got its own sponsors year 
over year and accumulated a surplus over the years, so I see no reason 
to force the sprint to be managed by OSGeo unless it helps the 
organizers in some way.


That's just my 0.02$ or course, which doesn't mean that having a heavier 
OSGeo with tighter control on anything done by anyone around the world 
with an OSGeo label is a bad idea. But if we were to go that route then 
we'd need more hands to carry the weight and manage that heavier structure.
