I like the idea of adding the requirement to appoint a rep if a LOC
wants to have explicit OSGeo support (not just another logo on the
list).

It doesn't have to be mandatory, but at least we can leave this
decision on the OSGeo side if the Board or the Conf Com thinks it's
worth.
