[Board] FOSS4G 2014 Budget

Per the virtual board meeting today, I've attached a "sanitized" version of the budget.

During the discussion, Frank Warmerdam mentioned that the baseline attendance estimate (850) was not very conservative.

However, if you play with the variables you'll see that you can lower attendance quite a bit and still come out in the black. Quite simply, it's because catering is *by far* the largest expense, and the catering bill is directly proportional to the number of attendees.

Obviously really low attendance would have an effect on things like sponsorship levels, but there's no obvious way to model what that would be, and I think it's safe to assume that a FOSS4G can consistently draw 800+ attendees.
