[Board] FOSS4G 2014 Budget

Hi Darrell, Portland LOC, OSGeo board

I was wondering, why is the FOSS4G budget kept secret?

No two offerings from organizers and suppliers are alike, therefore the 
number doesn't give away trade secrets, so I would like to understand 
more the rationale for keeping it secret.
