[Board] MOTION: Approve FOSS4G 2014 Budget

Thanks all, hearing no other noises from the crowd, could the
secretary or someone officially note the result? We need to get an
official grunt of approval so we can move on to the next stage and get
the president/treasurer to sign the POC contract.
