[Board] Proposal: OSGeo cover board member dinner expenses

Hi Paul,

I would not say that OSGeo is rich (define: rich), but we can definitely 
afford covering expenses for that dinner without any noticeable impact 
on our finances.

I would add that getting all board members face to face (independent of 
the OGC thing) is an investment in a stronger board and the return on 
this investment if we have a more efficient board as a result is going 
to be worth much more than the value of a meal.

For this reason I will +1 Cameron's proposals.

Now, I sure wish that the board had more time for a F2F together outside 
of this meeting with OGC. 1 hour for a F2F Friday morning will be very 
short but better than nothing I guess.
