[Board] Proposal: sponsoring LocationTech Tour 2014

Hi Anne, All,

The Tour is a great outreach activity, with stops in several regions, so 
this completely fits our outreach objective. I'd be supportive of OSGeo 
sponsoring, and to get even more return on the investment, I would 
encourage trying to get speakers to show up at each stop to talk about 
OSGeo-related projects and activities. Events like this are always 
looking for good talks/speakers, so it shouldn't be too hard for OSGeo 
members to get in the program, whether we sponsor the Tour or not.

FYI last year I organized the Montreal stop of the Tour, and gave a talk 
at both the Montreal and Ottawa stops. For 2014, I lead the organization 
of the November 12-13 Ottawa/Gatineau stop, which is actually an 
OSGeo/LocationTech conference track as part of the 2 days larger 
Envision Geomatics event (http://visiongeomatique.com/).
