[Board] OSGeo involvement in ufficial project

Cameron,

not only, that OSGeo itself can be one of the project partners (which is
generally speaking almost impossible, due to OSGeo's location (USA), as well as
usually some contributions to budget), but some projects can have institute of
'advisory board'. Board members are usually not involved financially, except
for travel costs reimbursements.

Nobody is certainly expecting, that OSGeo would delegate people to EU projects.
But the cooperation could look simillary, to what we have setuped with OGC: If
someone from our community indicates his/her interest of wanting to be in some
EU-founded project and if it would not imply any financial costs for OSGeo
(NOTE: having budget for EU-co-founded projects would be maybe nice as well),
this person could be delegated to speak on behalf of OSGeo within this project.

Benefits for us, which I see, is bigger impact on EU community, traveling
possibilities for our members, therefore again bigger impact.
