[Board] OSGeo involvement in οfficial project

Maria,
Could you please write down a suggestion for what you think these
guidelines should be. I'm not sure there is anyone on the board who has
a clear understanding of what should be in such guidelines. I'd
appreciate being able to tap into your experience putting together
proposals to help guide us.
