[Board] Board Sprints: poll to decide frequency, weekday and length

Hi Board,

here is the first poll to decide which frequency, weekday and duration
are the best choice for the Board Sprints:

(This poll is reserved to Board members. The Sprints will likely be
open to the participation of more OSGeo members and guests, but this is
not the topic of this specific poll.)

A good meeting time will be during afternoon/evening for Europeans, and
morning/lunchtime for Northern Americans. See this example day:

There is an agreement on 13:00 UTC for traditional Board meetings that
we can reuse. Let me know if it can be the Sprint time as well.

When a preference for a given weekday and frequency will emerge, I
will open a second poll with a date choice for the first Sprint. It
will most likely be in November.
