[Board] Help to update Local Chapters list

Inspired by the push to update our Officers list, I'd also like to ask 
for help with updating and recording accurate lists of local chapters 
(http://www.osgeo.org/content/chapters/index.html), both official and 
unofficial.

Shout out to the Romanian chapter/family, who's President, Vasile, 
pointed this out to me in Portland.  My sincerest apologies for having 
such old documents.

Can we all help out with this?

I can edit that page, so give a shout here now with all the 
missing/updates! :)

PS.  am i crazy to imagine an interactive map showing all of our 
chapters, regardless of status?  :)
