[Board] goals survey, review

Hi Jachym,
I think you were referring to the OSGeo Board priorities, which we
developed ~ 2 years ago, and is on our OSGeo Board wiki.

As a board is not in a position to direct a volunteer to do a specific
piece of work, the limit of influence which can be derived from board
priorities (or goals), is in prioritising how OSGeo money might be spent,
and to a limited extent, add encouragement to existing volunteer
initiatives.

Understanding this should help couch the nature of goals can be phased for
maximum adoption.
