[Board] Please review: Open Letter asking to avoid format fragmentation in LiDAR standards

Hello Jeff and the OSGeo Board,

Our next step is to deliver the Open Letter, as suggested earlier in this
thread. (see below)

We are waiting on an answer from the earlier proposal for the OSGeo Board
to present this Open Letter. Is another 48 hours enough time to respond?

The alternative is that some one else from the OSGeo community delivers
this letter.
