[Board] Financial limit on advances and guarantees to FOSS4Gs

Hi Maxi,
For FOSS4G 2009, Sydney, OSGeo took 100% of the risk, and received 100% 
of the profit.
For FOSS4G 2012, Beijing, OSGeo took 0% of the risk, and didn't loose 
anything when the conference was cancelled.
