[Board] MoU with Korea's Land & Housing Corp (LH Corp)

Board,

This is to let you know that initial work is happening offline, with 
Sanghee's help, for an MoU with Korea's big housing corporation, "LH 
Corp".  The MoU draft is here http://wiki.osgeo.org/wiki/MOU_LH_Corporation

The goal is to meet during FOSS4G-Seoul to finalize that.  Then, after 
Seoul event, to bring this to the OSGeo Board for approval.

Some background on LH Corp (Sanghee's words):

LH Corp is one of the largest public companies in Korea providing land 
and housing for public purpose. They are owned and controlled by the 
Korean government. They’ve played a large role in the development of 
many geospatial systems in Korea as well.
