[Board] Motion: provide seed funding to FOSS4G 2016 team

Till, Maxi,

is the changed proposal even acceptable for the Bonn team? I'm guessing here it is not.

Maxi, as Till said this might require them to take insurance which might be a big cost and result in much smaller profits possibly for OSGeo,
do we really want this?

Till, what is your deadline? How much time do we have to discuss?
