[Board] MoU with Korea's Land & Housing Corp (LH Corp)

Hi Bart,
I personally feel that this MoU with OSGeo will mean a lot for the LH
Corp decision makers that are trying to convince team leaders to use
Open Source, and that yes the real work will be done at the local
chapter level (which is why the chapter is mentioned in the draft).
This is why an agreement with the OSGeo foundation will strongly help them.
And, I did foresee your exact comment coming, of course. But I do
strongly support this agreement (just a handshake, a picture, but, means
a huge deal locally).
