[Board] MoU with Korea's Land & Housing Corp (LH Corp)

Regarding national-level support by OSGeo versus global support, the 
best example (as I've been reminded off-list) is the recent official 
support for the University of Amsterdam, requested by Bart in April and 
approved by the OSGeo Board.  This is a great example of the importance 
of OSGeo supporting local movements.

We definitely could have dealt with that request at the local chapter 
level, but having the OSGeo foundation support it is more powerful, more 
visible and makes more of an impact, which is obviously why Bart brought 
that to the Board level.
