Sorry will try again - consider changing the sentence to: "by means of
open-source tools,"

The use of the word free can include software that is free to use, but not
open source. I remember in Brazil open source was having a hard time
gaining traction as a university GIS system was available for free in the
market, but it was not open source.

If you believe your bid is price sensitive consider changing the sentence
to "by means of free open-source tools,".
