[Board] FOSS4G-AR support

Hi Mauri,

Certainly OSGeo is more than happy to support FOSS4G-Argentina 2016, as 
it will be a great event for all of the Latin American community.  Let 
us know if you need anything else.

As Mauri already knows, I have been invited to represent OSGeo at an 
event in Chile the week before (LARS - Latin American Remote Sensing 
event, which is an ISPRS conference), so after that I will travel to 
Buenos Aires for FOSS4G-AR, to help represent OSGeo there.
