[Board] Drafting a Diversity statement for the foundation

Hello OSGeo Board members,

Most of you will be aware of the current discussions on the Conference 
Committee mailing list in regards to creating a Code of Conduct for the 
FOSS4G conference[1].  I feel it is important now for the OSGeo 
Foundation to show that we support an open and safe environment, through 
a simple straightforward statement; I prefer to refer to this as 
Diversity, and I have made a first draft on the wiki[2]  Note that this 
statement will not affect whatever the OSGeo Conference Committee 
chooses for their Code of Conduct.

I would like Board members to edit that wiki page directly over the next 
few days, and then we can discuss this at the Board meeting on Thursday. 
  My goal is to have a new "/diversity" page linked from the main 
osgeo.org site.
