[Board] Approve Request for Philadelphia Code Sprint funding [MOTION]

Thank-you to the Board for your support of the code sprint.  It went very
well with good attendance and a great deal of work accomplished.  I will
try to wrap up final receipts early next week as well as write down a set
of lessons learned in the wiki.
