[Board] Proposal to remove contact form

+1 for keeping info at osgeo alias, +1 for removing the contact form and
adding information, which would forward readers to propper mailing list

yes, I'm getting all those info@ mails as well, just keeping an eye on
those, regarding contribution agreements and yes - having 3 people behind
the alias is reallly no good idea, to deal with all those technical
questions
