[Board] Permission to use osgeo name in a Jira installation hosted at atlassian.net

Hello Andrea,
thanks for your involvement in this migration effort.

Despite I think there is no issue that the request to setup osgeo.atlassian.net come directly from you, the board should be kept informed during the different migration steps.
We should probably also include SAC if you need them to take care of the administration after the initial setup has been done.

This lead me to the final question: what is the plan for maintaining this Jira instance after he initial migration, is there any effort from SAC required ?
