[Board] Permission to use osgeo name in a Jira installation hosted at atlassian.net

Hi Andrea,

I hope you're having a good FOSS4GNA event.  I am there in spirit.

I too support this of course.  Let me know if you need anything, so 
please proceed, this instance will be a great help for all projects.
