[Board] Student Award initiative

Hi Suchith,

I've added this topic as a priority item for the next OSGeo Board 
meeting, on 9 April [1].  Please do make sure to have someone else from 
GeoForAll present at this virtual meeting.

I also updated the award wiki page [2] with this requested 4k amount.

Thanks again for pushing so hard for these student awards.
