[Board] Motion on Open lidar letter

Hi Jeff,
The hope in writing the open letter was that it would carry as much weight
as possible, in order to demonstrate the importance that we as an OSGeo
Foundation feel about Open Standards.
Having 130+ signatures from prominent community members adds weight, thanks
to all who signed. Having a cover letter from the board adds weight, thank
you board. Having a well researched set of facts adds weight, thanks
Martin. Having the story published widely adds weight, thanks to the media
to ran the story and the people to took the story to the media. Having the
letter officially delivered from the OSGeo President adds weight, I'm
hoping we can achieve that too.
This was the reason for the original request sent to the board on 16 April,
which was voted on and passed by the board. (See the email thread for
history).
Yes, some people within Esri are aware of an earlier version of this
letter, as are the OGC. I'm not aware if ASPRS have been notified.
So yes, a great job has been done so far. I'm asking that we continue in
that vein, which would involve officially sending the letter to the key
stakeholders.
