[Board] Publish Code of Conduct

Hi Cameron,

That is a good idea.  We should draft a release on the wiki (similar to 
http://wiki.osgeo.org/wiki/Board_Press_Release_pycsw_Graduates_Incubation). 
  I'm fine with you making the first draft, or let me know if you want
