[Board] Publish Code of Conduct

Thanks Jeff, I'll draft something up, should be done within 24 hours.

We will need a link to the Code of Conduct to reference. Probably 
http://www.osgeo.org/code_of_conduct (rather than the wiki).
I'm assuming that I'd need to join the WebCom to copy the wiki text to 
URL above?
