[Board] geoserver code sprint

Added an agenda topic for a GeoServer code sprint to the board meeting.

While I have set up code sprints before, I have not done with via OSGeo
before.  Would anyone be available to give me tips on the fund raising /
budget side of things.

(While lurking on this list I found the "Grass Community Sprint 2015 in
Como" to be clear to follow, if I do not hear back I will use that as a
guide).
