[Board] new Sponsors page draft

There is a danger with these topics of opening up too many questions,
ensuring everyone feels unanswered. We can also take an opportunity to talk
to sponsors and see what benefits would be appreciated.

I like the direction of increasing visibility using avenues of
communication we control: logos in all publicity,  thanks sponsor in all
osgeo slides etc... We can continue to emphasize benefits to projects,
committees, local chapters. Hosting content or demos, is a possible angle,
although a strain on SAC.

I am hesitant to emphasize placement at foss4g (as local organizing
committee needs something to work with for foss4g sponsorship).
