Hi Jody,
I don't see harm in this. OSGeo could ensure the LOC receives payment for this / for the discount. Ultimately profit will move back to OSGeo. So it is almost as if you would start pumping money around. Put nicely, OSGeo and the LOC have some sponsoring already established upfront giving money to work with.
