[Board] next board meeting

pyWPS is noted as Community Project in
[1] but it a Project under Incubation.
I have removed pyWPS from [1].

We should also consider contacting the PSC
of Project in incubation to get some feedback
about anything that can be done (Incubation Sprint?)
to speed up graduation.
