[Board] Mandate and Budget request Marketing Committee

Steven is exactly right here. We have a differed maintenance problem. We haven't been investing in our website and our outreach and now our one time expenses will be higher. We have identified this as one our top priorities, we need to fund it as such.

> Reworking the web site is a one off cost that will not be repeated for 3 years or more, although we should account for the cost in the year it is incurred.
