[Board] FOSS4G 2018 will be in Dar es Salaam

There was a unanimous vote to approve the Dar es Salaam proposal (1 abstention from a member of the board who is on the LOC)

Congratulations to Mark, Msikale and the whole Dar LOC. 

I am massively excited that you will be hosting our first African FOSS4G. Now go make us proud of you :)
