[Board] GeoForAll budget request

OSGeo Board,

On behalf of GeoForAll, i would like to submit our budget request for 2017. You can find the background discussions at GeoForAll maillists [1]


1. OSGeo Student Awards at FOSS4G events ( 5000 USD) - to be given directly by OSGeo Treasurer to LOCs who apply as per the guidelines set by GeoForAll. We will use this as seedfund to  request other organisations to match fund this to maximise impact.


2. UN OpenGIS Initiative is a strategic initiative that OSGeo is involved and GeoForAll (through Maria Brovelli) is contributing actively to the training aspects. We are determined that this initiative is successful (some properitery GIS vendors might want to see this UN OpenGIS Initiative fail!).  Hence we will do our best to find funding means from UN and other sources to support Maria 's travel as needed for the next stage of this initiative. But  we want to request that the Board budget (max 3000 USD if needed) for travel for Maria Brovelli for key UN meetings on UN OpenGIS. Maria will provide full details of her travel expenses directly to OSGeo Board.
