[Board] About OSGeo Official Seal

Dear All,

The motion to make the OSGeo Official Seal was passed
at the face-to-face.

Now, I would like to make the following motions related
to the above

1) Motion to for Seal Design Contest led by Anita

+1, Venka

2) Motion to announce Full Registration Fee (early bird) for
FOSS4G 2016 as the award for the person whose design
selected in the contest.

+1, Venka

The payment can be made by the treasurer OSGeo on behalf
of the winner. So, the LOC need not be double check with LOC
since they will be receiving full payment in the name of the
winner.
